Although the Equal Pay Act was passed 60 years ago, Pennsylvania women, on average, will not achieve equal pay until 2068, according to the Women's Law Project.

The Forum of Executive Women's 2026 Pay Equity Report examines the Philadelphia Paradox: measurable improvement in overall pay parity alongside persistent structural inequities driven by race, sector segregation, and compensation structure. It features Philadelphia-focused research from the Economy League of Greater Philadelphia and insights from our spring Pay Equity Roundtable, From Insight to Action, with panelists Joslyn G. Ewart (Entrust Financial), Helen Horstmann-Allen (The Merchants Fund), and Saloni Tandon (Economy League of Greater Philadelphia), moderated by Roxanne Patel Shepelavy (Citizen Media Group).

The report offers strategies organizations can implement today — and a call to move from awareness to accountability.
